During a briefing on the novel coronavirus, Governor Andrew M. Cuomo today declared a state of emergency to help New York more quickly and effectively contain the spread of the virus. The Governor also confirmed 32 additional cases, bringing the statewide total to 76.

Based on President Trump's emergency declaration, today I will declare a public health emergency for the State of Georgia. This declaration will greatly assist health and emergency management officials across Georgia by deploying all available resources for the mitigation and treatment of COVID-19. If necessary, unlike other states of emergency, this declaration will allow the Department of Public Health to direct specific healthcare action in extraordinary circumstances. It suspends restrictions on hours of commercial vehicle operation and vehicle height, weight, and length thresholds to assist in preparation and response efforts. It authorizes the Georgia Composite Medical Board and Georgia Board of Nursing to grant temporary licenses to applicants who are in good standing in other states to assist in addressing healthcare needs.
In accordance with state law, I will call for a special session of the General Assembly to convene at the State Capitol at 8 AM on Monday, March 16, 2020 to ratify this action through a joint resolution. Lieutenant Governor Geoff Duncan and Speaker David Ralston have expressed their full support, and I look forward to continuing to work with them on this important effort in the weeks ahead. During state emergencies, EMD manages the State Emergency Operations Center located on Camp Murray, near Tacoma, and coordinates the response to ensure help is provided to those who need it quickly and effectively. The EOC is designated as the central location for information gathering, disaster analysis, and response coordination. Other state agencies with emergency roles may come to the EOC to help coordinate the state response. Federal government agencies, along with state and local volunteer organizations, also may provide representatives. At the EOC, information gathered is used by executives to make decisions concerning emergency actions and to identify and prioritize the use of state resources needed to respond to the emergency. The EOC may issue emergency warnings or disseminate critical information and instructions to government personnel and the public who may need to take emergency protective actions.

According to the Davis-Stirling Act, an HOA may not impose a fine for reducing watering of lawns or vegetation during a drought emergency that was either declared by the Governor or local government. Additionally, homeowners may remove their lawns and replace them with water-wise plants. If a homeowner installs water-efficient landscaping during the drought, an HOA cannot prevent them from maintaining it or require them to remove it when there is no longer a drought state of emergency.
