So far as I know, whether to open the file depends on the client browser. I have encountered a browser who could not read the pdf and download it directly. So once you set the file to have the "GET" property it is upon the receiver to open it or simply save it in directory. Moreover, the "open pdf" only happens after the file is already fully downloaded in Temporary directory set by the browser.

You have to download the file type once, then right after that download, look at the status bar at the bottom of the browser. Click the arrow next to that file and choose "always open files of this type". DONE.
Google, as of now, cannot open w/out saving. As a workaround, I use IE Tab from the Chrome Store. It is an extension that runs IE - which does allow opening w/ out saving- inside of the Chrome browser application.
I think the question was about to open a local file directly instead of downloading a local file to the download folder and open the file in the download folder, which seems not possible in Chrome, except some add-on mentioned above.
When the bottom left box appears it will contain an arrow; click on it and choose the option "Always open files of this type". Going forward it will open the file instantly instead of the small box appearing to the left and you having to click on it to open. You will have to do it just once for various files such PDF, Excel 2010, Excel 2013 Word, ect.
You would need to develop your own file handler. Otherwise, it will be handled by SharePoint or if you integrate something like Adobe Document Cloud, opened by Doc Cloud (which is still in the browser, but Adobe's service instead).
In essence, no PDF application out there (such as Adobe Reader) implements a Chrome plugin to automatically open in the desktop application. Chromium-based browsers will always have the PDF open in the browsers' renderer. Adobe provides a plugin for Chromium browsers that allows you to then click and open it in the desktop, but that's not quite applicable in this case.
This is not useful because we need the ability to click on a SharePoint link and have it open directly in Adobe Pro. The browser PDF viewers is almost completely useless for business and professional needs. Currently I have about 500 copies of the same file downloaded, because this seems to be the fastest way to open them in a useful application, while maintain live revision control.

I have a canvas app in GCC High. I put a button in a gallery that is using Launch to open an Excel file stored in a SharePoint Online document library. I am having an issue with an Excel File being shared between users in the same organization. User A sends a link to User B to a Excel File stored in User A OneDrive. The Link arrives in the Inbox of User B, but when clicked it automatically opens in the system default browser.
I have already enabled 'Link Handling' in Excel and unchecked all boxes in the 'Trust Center' 'Protected View' Tab, but the file will still open in the browser instead of the Desktop Application. After a few failed attempts I rebooted the PC and still nothing. I tested changing the Default browser in Default Apps to a different browser to see if the browser was the issue, but the file just opened in the newly set default browser. I also tested removing the "?web=1" from the end of the link, but this just causes the file to be downloaded by the browser.
One thing I did notice is that when first try to open the file it looks like it is about to open in the Local Excel Application as that Green Excel Box appears, but then closes and a browser window opens with Excel's web version.

I had the same issue, Came to find out that the end user was using IE 8 with 64-bit. Switched to IE 8 with 32-bit. Now the user was able to open Excel document from Sharepoint 2010 in Excel instead of IE. Success
