That FCC statement is about the failed European-style regulation of
networks, especially about the ideas to throttle down certain traffic
to avoid congestion because networks don't have enough bandwidth.
Especially in Germany bandwidth on rural areas is very low and some
ISPs only have a few GBit/s to internet exchanges.
