    Err on the side of using it. The "emergency" doesn't have to be
    immediately life threatening, and no one is going to be fined for using
    it a situation that is at least arguable.

    For example, if a person is boarding with children, and the doors close separating the person from one or more children, then that's a reason to
    use the alarm.

    On the other hand, having the battery on your mobile device go flat isn't.
