I don't remember any announcement by the government that the retrofit program was being scaled back.
Of course, if RailCorp hadn't decided to introduce the crew-override,
the program wouldn't have cost so much.

No, and it's not clear why not. Using GIPA is like getting blood from a stone. Agencies use any and every pretext to avoid releasing
information. You might notice that financial information has been
omitted from this document. That was on the basis that knowing a ten
year old budget allowance would affect how companies bid for work.
I have a related GIPA request that's probably going to end up before the Civil and Administrative Tribunal, because so little information was released (it's currently with the Information Commissioner). This may
have to be added to that.
