    Second question probably depends on council. In Perth CBD, you are
    supposed to pay around $1000/year each parking bay. So if land-banking
    Joe Bloggs lets commuters park on vacant block on fringe of CBD, the
    council will get shitty, and blocking access would ensue.

    There's one such block close to my place, vacant for years, always
    stuffed with cars during the day and used as a pedestrian short cut
    all the time. Rain has gouged deep furrows on the (sloping) block.
    No lone seems to care.

    And even if he doesnt in the scenario below.

    The law is less clear if say a tree comes down in a big
    storm and those who park there don't have explicit
    permission to park there or if the car gets stolen.
