Seems rather odd to have a hole there. I was unable to compare it with
the other side.

That's where the death squad fucked up. It was supposed to go thru your seat.

Perhaps, but I've since determined that there's always a hole there (in
the flaps, I mean, not my seat).

That's where you hook the rope for towing the parasailers....

And it gets severed when the flaps retract, thus ensuring they're not
towed too fast. Neat.
