I think it started with Win95/WinNT4, maybe it lasted until
    Win98/Win2K/WinXP?

Never ever used it, Meister Burns.

IE4, initially was released in 1997 and included Outlook Express(OE).
OE's initial release was also the rebranding(name change) of Internet
    Mail and News.

Also in 1997 IE4 and Outlook Express also was packaged with MSN Explorer
    2.6.

Active Desktop(AD) included in IE4(1997) lasted until Windows Vista
circa 2006 when AD was deprecated, replaced by Windows Sidebar and Gadgets

IE4/OE/AD were all released during the Win95 era and prior to Windows
    Vista.

I always prefer to look out of the window to see what the weather's
like, rather than look at Windows' Widgets.

Most weather widgets report the overall weather of a big area, not just
a house's outside weather. In fact, you should look up the definition of weather in high-school geography books.

    https://en.wikipedia.org/wiki/Active_Desktop

    ############################################

Active Desktop was a feature of Microsoft Internet Explorer 4.0's
optional Windows Desktop Update that allowed users to add HTML content
to the desktop, along with some other features. This function was
intended to be installed on the then-current Windows 95 operating
system. It was also included in Windows 98 and later Windows operating
systems up through 32-bit XP, but was absent from XP Professional x64
Edition (for AMD64) and all subsequent versions of Windows. Its status
on XP 64-bit edition (for Itanium) and on both 32-bit and 64-bit
versions of Windows Server 2003 is not widely known. This corresponded
to version Internet Explorer 4.0 to 6.x, but not Internet Explorer
    7.[1]
