There's a little problem with Sitting Congresswoman Willow P Tait's
claim to Drew's congressional seat. I just rolled my eyes when Laura
appointed her, figuring it really didn't matter in the grand scheme of
things how she came to hold Drew's office because Drew was sure to
recover from his "stroke," take his seat back, and Willow would go back
    to being a psycho nurse.

But no, Willow claims the seat is still hers because congressional seats
can't be reassigned during an active term or some such nonsense. That's
not true, but she had no right to the seat in the first place. House
seats can't be filled by appointment. Drew's seat could only have been
filled by a special election, and only then if he had resigned, been
expelled, or had died. None of that happened, and Drew still holds his
office. Instead of scheming with Ava, maybe he should focus on removing Illegally Sitting Congresswoman Willow P Tait from his seat.

I had not even considered this aspect. The way characters swoop in and
out of professional and political jobs in Port Charles can make anyone's
head spin. Isn't the governor of a State able to appoint someone to fill
a vacancy in the House like they do in the Senate? At least until the
next election can be held, regular or special?
I was going with the assumption that the House declared Drew incapable
of performing his duties and therefore the seat was considered vacant.
Not that this was ever explained on-screen.

Unlike the Senate, interim appointments don't occur in the House. In the
House, a special election is held to fill a seat vacated before the end
of a term due to resignation, expulsion, or death. Exactly *when* the
election is held would depend on the laws of the state with the vacant
seat. And depending on when in the congressional calendar the vacancy
occurs, the seat might also remain vacant until the next regular
    election.

Drew's seat wouldn't have been considered vacant because he had neither resigned, been expelled, nor died. Now that he's recovered from his
stroke, he can resume his duties until the end of the current term. This
    is all IRL, of course.

Thanks! I was thinking the House worked similarly to the Senate. In the
real world of course. In PC, almost anything goes.
