Let me get this straight...Willow "called in favors" to the French
government not only to have Anna transferred out of the criminal loony
bin and back to the clinic from which she escaped, but also to have all criminal charges against her dropped. What?!

What "favors" could Congresswoman Willow P Tait, a freshman
representative of an upstate NY district, possibly have done for the
French government? France must have owed Willow some doozies to have
agreed to all of that. And after a single phone conversation. Her powers
of persuasion must know no bounds!

    Called in favors. How ridiculous.

It won't occur to Willow that she's just massively interfered with the
agenda of her puppet masters unless they come knocking on her door
looking very displeased. Of course, Gollum appears chronically
displeased, so it might not be immediately obvious to Willow that she's
in the soup unless Sidwell is standing next to him wearing the same sour expression.

I have wondered about this unprecedented power.

I will throw out a theory.

She is connected to someone in an ambassadors office, either here or
    abroad.

A simple explanation would be through a family connection. The Q name, MichaelrCOs business contacts, maybe even NinarCOs wealthy contacts, possibly in the fashion world.

A more fun and complex connection would be a former Dawn of Day member.

Whatever enabled her in this affair, we all know that this would take more power and time in the real world.

It didn't sound like she had traded on connections. She spoke to the
French ambassador and later told Felicia that she had called in favors. Diplomatic quid pro quo. I just wondered what favors within the bounds
of reality Willow could have done for the French government that would
make them willing to release a prisoner and drop charges against her.
