Maybe it's me, but something about Obrecht's return seems off. They do
seem to be trying to turn her back into a villain after investing quite
a bit of time rehabilitating her character, so there's that bit of
oddness. Everyone who's found out that Obrecht is back in PC has reacted
with shock and surprise as if she had been previously tarred and
feathered and run out of town on a rail. But that's not how she left
town at all. After donating bone marrow to Willow and saving her life,
she just sort of faded off screen and out of the story.
Another odd thing is that when she left town, Lulu was still in a coma.
But she didn't bat an eye when Lulu confronted her at the MC pool, as if
it were no surprise to her that Lulu was awake and apparently none the
worse for having had a building collapse on top of her. Maybe Rocco told Obrecht during their clandestine meeting that his mom was awake, but if
so, I don't recall that he did.
Haven't yet seen the Thursday and Friday episodes, so maybe some of the
above is explained in them. But IAC, I'm glad Obrecht is back, for
whatever reason and however they want to paint her, even if it's only to
get up Lulu's nose or to point out the obvious about Willow. Certainly
they wouldn't try to blame Willow's sudden turn to the dark side on
Obrecht's bone marrow. Would they? Of course they would.
AFAICT Liesl is there in part for comic relief, in part the sage archetype. She is not as witty as she used to be. However, she has been great at pointing out truths others have missed.
She has always been quite wicked. I cannot be sure the extent to which the writers have declared her a full blown villain.

I'd say she'd earned a place in the GH Villain Hall of Infamy, even
without being labeled a villain.
She was in love and in cahoots with Faison--she even had his baby, which isn't a crime in itself, but betrays an intimate relationship. She was
also romantically involved with the undead vamp Victor Cassadine. And
she is known to have conspired on several occasions with Jerry Jacks,
who had more than just a passing acquaintance with evil.
Just off the top of my head I can recall that she kidnapped Robin once
and tried to kill her another time. She poisoned Duke once, and on
another occasion, poisoned Robert. She also tried to kill Anna on more
than one occasion. And that's only for starters. I also have a vague
memory of her trying to cut out Brad's tongue for some demented reason, probably to keep him from telling anyone that she and Britt had stolen Dante's and Lulu's embryo. Maybe she should be given points for mercy
because she didn't try also to cut off his hands to prevent him from
tattling on them in writing.
I think the last time she attempted murder was when she tried to put a
pillow over Esme's face, but was thwarted, unfortunately. I say unfortunately, because if anyone needed murdering, it was Esme.
