She absolutely is not impartial. Her private, off the record, meeting
with Curtis demonstrates that. Telling him she can't talk about the
hearing, and then discussing it in vague terms. That is still talking
about it.
She should have politely sent him on his way. And he could have come to
the hearing and spoken on Portia's behalf.
