These are petty observations but
First, who makes a serious romantic proposal in the middle of a doorway opening on a public hallway? Marco is not sensible
Then there is Felicia, standing at the nursesrCO station, blathering away about her personal business, on the phone, while some unspecified person
sits in the waiting area. She doesnrCOt ask him to wait. And the station isnrCOt staffed, not one nurse or other person, other than Felicia. I cannot even imagine all the paper and computers open to security issues.

So who was that guy sitting at the desk, waiting for Felicia to finish her call.

Actor Peter Stormare
According to this, it was a PR stunt for the game Call of Duty.

A comment to the SOD article says he was on GMA earlier that same day, pretending to be a meteorologist.

I would not call these observations petty. The characters are constantly behaving carelessly, having no concept of privacy safety, even by real
world standards. In the rarefied world of Port Charles, with lurking super-villains and troublemakers around every corner, there should be
even more vigilance about what topics are discussed in public.
Specifically regarding Marco and Lucas, you are so right. Marco should
have asked to come in before bringing up the subject of moving in
together. And Lucas absolutely should have held up his hand to pause
Marco and told Marco that Joss was there.
And this time at least, Felicia's carelessness puts no one in danger. I don't see how that promotes Call of Duty, but maybe that will be
explained Monday. It did look like he was wearing hospital credentials,
so maybe that's why Felicia thought he was harmless. She should know
better.
