    Tor has proven itself over the years. I don't believe nation states
    are actively monitoring Tor. And even if they did they wouldn't be
    able to use any timing information in a court case.

    Do nation states go to court...?! They will collect and analyze your
    data and with whom you are communicating with, via the Tor network
    and then take actions against you, if you did something illegal!

    Dumb people get caught, smart people don't. Most commonly, they make
    a monetary transaction of some type - usually bitcoin, or they use a traceable identity that has previous exposure on a social media site
    of some sort.

    It almost always happens at the destination where they terminate
    and transact.

    you can't protect people from their own stupidity. it doesn't matter what they use.
