First off, those states can't TOLERATE a 40% cut.
Second, yea, the river has been SERIOUSLY over-taxed.
Third, yea, drought conditions ARE gonna persist for
awhile.
A big problem here is people living in 'desert' areas
trying to PRETEND they aren't living in a desert. The
populations grew out of control and they all expect
water and green everywhere.
NOT realistic.
SOMEDAY the weather equation will reverse. THEN
they'll all be complaining about FLOODS.
