    Ummm ... storms/hurricanes, tsunamis, surges, corrosive
    water all around, security problems, construction problems,
    maint problems, no containing leaks.

    Those just immediately came to mind.

    How about a cluster of them right near Cleveland ?
    Lake Erie is already polluted and if one blows up
    most of the shit will blow into Canada :-)
