After loudly speaking over Noem and approaching the podium where she was

    The Incident was videoed.

A press conference usually implies some time for a solo-speech
and then some time for answering questions. Those videoed
videoes don't show the very beginning of the incident. From the
context, one can reasonably suggest the man tried to interrupt
that beautiful lady during her solo-speech phase. He sought to
approach her. He was excited, seemingly erratical. He might
want to attack her with a knife, for example. Or, he even might
turn out a suicide bomber. So the guards stopped him rightfully,
but they did that in too rude, even somewhat sadistic manner.
So, conclusion is so that all the participants of this incident
    are moronic / low-cultured.

They didn't beat the Hell out of him as they rightfully should have
    when he began soiling himself.
