Getting permission denied on a file.

Does anyone know how this can be resolved? Or what is causing it. Root owns it.
When I run xed from the terminal I get this about a dozen times on the screen, but xed works.
(xed:21417): dconf-CRITICAL **: 12:13:05.081: unable to create file '/run/user/1000/dconf/user': Permission denied. dconf will not work properly.
Also I have a script the rewrites my wallpaper folder when I get new photos, and I turn
the slideshow off, pause, then on again to have it re-read the folder.
And this script also hits the same bump in the road.
It's easy to fix, sudo chmod 776 /run/user/1000/dconf/user
But I don't want that in a script since it would need me to enter a password. xed I care
less.
As a side note, I just looked and user was set to 600 permission when I had set it to 766
about an hour ago. Maybe 600 is good enough, I like 666.
