Does Grub boot Windows without uefi fat32 part ?

if they are a stage grub in MBR, so, first it could start windows
without a uefi fat32 part.
so, 40 last year ago, uefi born. and with uefi s|-quence boot, Microsoft
stop put micro code in MBR...to start for example windows 7.
because windows 7, usualy is was intalled with legacy sequence boot.
ok so ! now MBR is clean, but, we must to create a uefi fat32 part
where we can to find shell uefi and ...bootmgr efi ! after it call
windows10 or windows 11 kernel, winload.efi
why not do without uefi part and put grub micro code in MBR for
all OS ? it's strange, because, usualy i don't like this way...touch
the MBR...
