I'll be doing configuration experiments on SeaMonkey 2.53.17 .
It has been strongly suggested that I use a virtual machine.
I'm running 32 bit Debian 9.13 on a Dell Latitude E6410 with 3 G RAM.
What should I be reading?
What virtual system should I use?
I've used Debian since Squeeze and played with KIM-1 and S100 back in
the day.

I would personally use Virtual Box as that's what I'm familiar with.

I feel like you will have performance issues running a virtual machine with so few resources.
Why is there a need to isolate the test configuration? (I'm not familiar
with Sea Monkey) I would just move my current config to a backup location
and then start experimenting.

A fair amount of housekeeping needs to be done before I can re-partition appropriately.
I multi-boot.
I have 2nd machine available, but it is inconvenient to use.

You do have backups available in case anything goes wrong?
Isn't the Dell Latitude E6410 an ancient(13 year old) 32bit machine?
