Is there a way on my ipad or android tablit to view these zipped up large
html shop manuals offline so that I can use them while I'm under the car?

All the informaton on the net is years old https://www.reddit.com/r/mechanic/comments/1iordg6/charmli/

I prefer the ipad but I'll even use android if you can tell me how to get these online html datibases onto the tablit so it can be used offline away from the wifi connection on the road when emergincies pop up

USB connection to computer might allow transfer to an Android file or
transfer from computer to chip to put into the tablet. I have done both.

One simple way is to create a draft email on the PC,
attach your manual file(s), and save. Then open the
draft on your Android device and download the attachment.

Not to mention, bluetooth and wifi.
