    Spring Ahead day and Fall Behind day are when the local fire
    dept sets the noon whistle clock. They set it to 12:02 in
    March, and by Nov it's crept up to 11:58. If we didn't have
    DST they would never set it, and next thing you know the noon
    whistle would be blowing at sunrise.
