No one is stopping you from setting up your own Usenet server,
configuring it however and whenever you like, establishing your own
usage rules, and then requesting peering from other servers. If you do,
you can have your first peering with me, no problem.
I remind you (and everyone) that the Usenet network is a privilege, not
a right. Each news administrator on their server is the Undisputed
Emperor and they do what they want, but above all, they set their own
rules. It's up to the other news administrators to accept or reject
these rules during peering. Users are granted use and access (free or otherwise), which can be revoked at any time.
Many (or almost all) believe that Usenet is like a public square, where
they can do whatever they want. No, I'm sorry, but that's not the case.
A good example is a bar or a restaurant. The owner sets the rules,
times, and everything else, and it's up to those who enter to respect
them. If you don't like it, the owner points to the door and you have to leave. It works the same way here. You can consider it right or wrong,
but that won't change the state of affairs.
Because, going back to your topic, there will always be a conflict to
resolve and each of the contenders will always think "I'm right and he's wrong, blah blah blah." It's been that way since Usenet was born. We
news administrators usually take both lusers and kick them out when
these things happen, because when these things happen it's because _you_
users haven't even learned netiquette, let alone the basics of civil coexistence. You want to start a war? I personally have nothing against
it, but please get out of usenet, get a life, and go to do your war on
another square.
I have no idea what Ray thinks (or other newsadmin's), but judging by
how he operates on his server, I highly doubt he thinks differently than
I do (same other newsadmins). Most likely I was talking into thin air,
but so be it...
