    It's about whether Usenet of United States
    of America can regulate all private NNTP
    servers connected to it. Some governments
    see this as a national security threaT. :)

    I glanced news.lists.misc. Those are not messages
    from ISC, but personal lists and summaries.

    Of course not. Different news servers support different newsgroups,
    some of which are never parts of the USENET. Even the USENET servers
    do not support the same newsgroups.

    A newsreader can list the news servers that it can access.

    over hierachies, they offer a central information repository as a service.

    a small select few hierachies (8), my opinion on them being irrelvant is because most of them do not and never had run a news server - ever, so
    why hte hell should they be in a position to decide what groups under the small number of hierachies they manage, exist, or not, IMHO, its just a
    power thing, thankfully many operaters ignore their rmgroup control
    messages, but a few small servers still honor them.
