It's highly doubtful that Shmi is the one who reported the Jedi to the Emporer and I'll tell you why. The traitor is probably Captain Panaka. He
is siding with Palpatine/Sidious in my opinion. After they land on Tatooine, they recieve a transmission from Naboo. Obi-Wan says that no one is to reply to the transmission because:
"Its a trick/...they might be able to establish a connection trace."
One of the next scenes has Sidious/Maul walking on Coruscant and Maul says: "Tatooine is sparsely populated master/Are you sure the trace was
accurate?"
Someone replied to the transmission from Naboo or sent one out. It wasn't
Jar Jar, R2, Anakin, Shmi, Amidala, or Qui-Gon. And we can safely assume
that it wasn't Obi-Wan. That leaves Ric Olie, captain Panaka, and the
Queen's bodyguards (One of them is possible). Also, just watch the movie
this Saturday with the impression that Panaka is a spy, it will change your entire outlook. He is always saying stuff lik:
"Surely we will be killed/Surely this is a battle we cannot win/We cannot fight a battle-hardened federation army."
Throughout the movie he is basically saying, 'we should give up.'
Plus he spent some time with Palapatine on Coruscant.

Or maybe they sent a message to Senator Palpatine to tell
him that they would be late. This is really the only big
plot hole in both the movie and book
It was so obvious that I doubt it is a plot hole - just something they will expand on later. Funny, the Sith knew right where the Jedi/Queen were right after Qui-Gon met Shmi. Hmm.

It was Jar Jar actually he was THE PHANTOM MENACE. He's a Sith Lord/ Spy pretending to be clumsy to fool everyone.
