She likes people. She is chivalrous. In her wars, which gradually turn to fighting the Jedi as a Sith, in personal combat when she has bested a Jedi Knight she says 'Yield' and when the Jedi submits she tells the Jedi 'Now go into exile, and interfere no more,' which out of honour Jedi agree to do, in this new code which is coming through from Rey.

visiting Exegol Rey finds some dark jet black rock and, looking like a Sith who has dedication, she slowly carves the rock out and makes an orb out of the rock, about 20 centimeteres in diamater, which she calls 'The Blackstone'. And in her council chambers later on she is in thought, and puts her hands on the blackstone and imparts some energy into it. But she speaks and says 'People will not understand so easily your purpose my friend, for it is not what they think.'

The Blackstone represents a philosophy of the expression of answering the questions of the contradictory nature of the force, which has a good side and a dark side. Rey's energy imparted into it is about the lesson of 'Experience' for those who use the power of the Blackstone. She really does not care who controls the stone, but initially it will be used by the Sith to do their own will with it.
In episode 186 'Master of the Gate' (way down the line - information in this group) the Blackstone is exploded in a way to create the gate between the afterworld of the heavenly force and the physical world of the galaxy. But even then this is not the end of the purpose of the blackstone, which only absorbs this experience.
At this point (Starting episode 187) it is drifting through space, the sith now losing interest in it, very concerned with the gate itself now, and Anver Skywalker claims the Blackstone, having had an experience with it - this stuff takes place in episode 187 - way off in the future.
