key words (search terms) that do not repeat words in the group name. Not
a single word, except Microsoft, belongs in the brief description.

Is there truly some reason why you need to use Steve's anonymizing
service and can't behave like a proper proponent, making yourself well
known for discussing the topic? You can't be a good proponent given that
you have never discussed the topic anywhere.
Being a proponent is something that's done in public, not hiding one's identity.

No, he goes way back before then.
In 2001 he probably was already micromanagering this group (alt.config).
Him and several of his circle jerk friends would just about shoot down any proposal made here. Like psychotics torturing ants with a magnifying glass.
Of course it always ended up being denied, none of them were news admins so they couldn't of created the group if they wanted to. (hint hint on the answers to the two questions).
They just liked to string people along making them jump through hoops.
And 20 years later he's still at it. No help what so ever. Just nitpicking over rules and stupid syntax and naming conventions that aren't even real except for in his head.
Hey folks, get this, if you want a new alt.* group created or added to your service, just ask the news admin to add it. They'll probably be happy to do so. If it doesn't get any traction (posts), feel free to come here and say something like, "my news admin created alt.phony.news-admins" and we'd like to see other systems carry it.
Likely the few real news admins reading this group will also be happy to add it also. No fuss, no muss. No stupid discussion is needed, no complaints about spaces instead of tabs, this or that over 78 characters, charters or other justifications. (this offer does not apply to alt.binaries.*).
This is the way alt.* was supposed to be managed.
If the group fails, it fails, move on to the next.
