Suggestions from Microsoft is for selling you stuff. It is not for
suggesting search items!
I gave up for a while trying to get suggestions to pop up in the Search
box. I decided to try again today.
I enabled "Show suggestions in Private Windows", and it worked.

Enabling only both "Show search suggestions" and "Show recent searches", didn't work. Go figure.

You have to think how a browser implements this "feature". Everything
the user enters in the address bar is passed on to the search engine of
your choice, character for character.
The only search suggestions I permit are those from my history:
Settings -> Search -> "Show recent searches", the "Show search
suggestions" box is clear.
