Email's from Microsoft have a variety of forms

    OneDrive related and legitimate
    Microsoft@onedrive.microsoft.com
    Microsoft@notificationmail.microsoft.com
    Microsoft@infomail.microsoft.com
    - the above three are almost always OneDrive related

If sent from any of the above OneDrive related email senders, the
recommended approach is to sign in to:
    https://onedrive.live.com
    - verify the account, its status and remedy if/when necessary

    Other email's (Communication/Notices/etc., also legitimate) msa@communication.microsoft.com
    email@microsoft.microsoft.com
    microsoft-noreply@microsoft.com
    stremail@microsoft.com
    donotreply@secureserver.net
    - (Rare, specifically for no longer available domain hosting) billing@microsoft.com
    account-security-noreply@accountprotection.microsoft.com> member_services@live.com or @outlook.com or @hotmail.com or @msn.com outlook@email2.office.com
    - (Rare, but at one time applied to all email types[Outlook, Hotmail,
Live, MSn] when using that email type for Office subscriptions or
purchase of perpetual and also earlier for no longer available
personalized email address for Outlook Premium accounts or the
deprecation of Outlook/Hotmail/Live/MSn sync-ability in Windows Live

Definitely a scam. When you reach 5 GB (OneDrive?), that's it. AFAIK
there's no way to go 6.4 GB over the limit, that would be 11.4 GB. Even
if it was was 6.4 GB, it would still not be possible.

    Not true.
The notification for over-storage doesn't happen immediately
    - depending upon capacity above the accounts upper limit, notification
may take 3 to 6 months for new accounts and well over a year for older accounts that had temporary extra capacity or inactive(no OneDrive usage
or sign-in activity) existing grandfathered capacity.

IIRC, the free storage limit was reduced from 15g to 5g, at some point.
That would explain the large difference, but not why it was sent now.

Did "they" give you a clickable link where you could fix the problem by
supplying your Credit Card number?? ;-)

(Indeed; if so, where do those links go?)

That was the point I was making .... Was the OP, Jeff, really
communicating with MicroSoft or with .....??

If something has a limit of 5 GB, it seems unlikely to me that you can
    get to 6.4G over that.

More that doubling your limit without MicroSoft letting you know.

_Do_ you _have_ remote storage of some sort, and if so do you know how
much you are using? I can't imagine not knowing, unless perhaps it's
using IMAP, though for that 6.4G (really 11.4G) would represent a _lot_
of emails. Other candidates would be things like dropbox, OneDrive etc.,
but I'd imagine you'd know about those. Does the "list of things I can't
do" give any hint as to where/what this storage might be?

Hmmm!! This reminds me .... I have my E-Mails on yahoo.com.au Perhaps I
should check how much of my allowance I have vacant!!

Yes, it's a scam. I have a fastmail address and periodically receive
similar messages "from" Fastmail telling me I'm over my storage limit
and will lose access to email.

The "from" is in scare quotes because the messages are, of course,
not from Fastmail, though I have to examine the headers to be sure.
But usually I don't bother since I know I'm nowhere near my storage
