    MSFT programmers are bored so are tinkering, add colour, remove colour, change colour, move
    this here, remove this option etc. Bill Gates was a programmer with a clear vision, the
    current programmers don't seem to have that. I don't know how many are millionaires, i.e.
    have been with MSFT from the start so have shares instead of salary in the early days
    but it would have an impact.

    The organization chart in a company, makes a big difference
    to the results. Now, try and imagine in your mind, what
    kind of "steering wheel" the Windows group has. Panos Panay
    quit, and someone took his place as Hardware head, and
    that person is also "stuck with" the Windows (software) group.
    So right away, what motivations does the Windows group have ?

    Plus, removing the need to support that option (e. g. taskbar moving) is presumably seen as a saving, however microscopic, by someone. Yes, it
    irritates some users, which has a cost - but that's hard to quantify;
    the saving in immediate support cost is visible to the simpleton.

    Not a single programmer["have been with MSFT from the start"] remain in
    the entire organization. Likewise, not a single programmer exists having
    only shares instead of salary.

    i.e. the premise of original coders/programmers is faulty. The original
    group of programmers was very small. Today, either retired, deceased or limited work/engagement in non-programmer, non-MSFT company arenas.

    While a certain level of autonomy exists, coding efforts today are
    directed as well as the vision.

    feature updates. Even then, not necessarily deployed to all devices at
    the same time.

    Some like the vertical left right taskbar(still available in Win10).
