Russians can be particularly profound in their methods of killing their opponents. A bullet would remove an "enemy," however giving people cancer to die a slow and painful death would send a message if the word of it got out, or keep the assassination secret and remove opposition out of the military intelligence radar.
This is how it works:
A two megawatt transmitter is plugged into an electrical outlet in a fashion that makes the connection to the electrical system not visible. Employees would sit by their desks and slowly over days and weeks get sick from some unknown reason. Specifically, the frequency of the transmitter is in the wavelengths that produce ionizing radiation, which shake apart the chemical bonds of DNA resulting in Cancer.
The device can be put in place for two months, make their targets sick and be removed at the two month mark. The victims can accumulate so much radiation that having the device in place any longer than that time is moot as they are basically already injured fatally.
Russia wants people to know that if they act against the Putin regime they will be targets for assassination. This is the same for actual journalists, rogue spies, and people who just piss off the Kremlin. The Russian agents that do the dirty work will infiltrate the social circles of the victim, and once having gained their trust will poison them. Not all poisoning is done through radiological transmitters, but much is done against people using various forms of radiation. Hospitals aren't prepared with Alpha, Beta, and Gamma radiological detectors so it is a way to hide your attempted murders, making people sick without the source of their diseases becoming evident.
A gentleman and a scholar: If you are called a gentleman you are being called a homosexual, and people who are called a scholar are being called a leaker of secrets. The post-KGB (The FSB and SVR and GRU) assassins target those who are compromised or make note of government illegal activities.
The Russian government doesn't really care anymore whether their cover stories for assassinations are believable, sensible, or have any basis in reality. If you upset Putin's government he will simply kill you. It is a Gangster's Paradise.
