Neutron Bombs: Enhanced Radiation Weapons

There is a lesser known version of the atom bomb, actually there are three types of nuclear weapons: Atom Bombs, Hydrogen Bombs, and Neutron Bombs. In this letter we will discuss the least known of these three and the bomb that is the most lethal to people while not knocking down structures. This weapon is called The Neutron Bomb, or the "enhanced radiological nuclear ordinance." This is a particularly dangerous weapon because using it in a war doesn't topple buildings but leaves them ready for the invading force to occupy. Neutron bombs don't flatten cities, instead they produce massive amounts of radiological emissions in the form of gamma rays and X-rays.
So how would this work? Quite simply actually. One would pick a target, bring a briefcase sized ordinance, detonate it in the target area by remote control, the whole area being irradiated and all the people dying from radiation poisoning. The half life of the radiation would be very small, so that it would contaminate everything and yet have that plume of radiation disappear in short order. This is quite the perfect weapon for those who want to invade a country and keep the invading force's casualties down while killing the maximum amount of people while having the maximum amount of buildings in good condition. It is a most troubling weapon, and the problem with weapons is that every weapon that has ever been made has been used or readied for use at some point in time. Weapons aren't made simply for the sake of making them, they are made to be "actioned," to be used against an enemy. And if those weapons aren't used by the more civilized nations there are plenty of banana republics willing to try any kind of weapon against their tribal foes.
There are three actions from using nuclear weapons: thermo-nuclear (burns your body to a crisp), electromagnetic (EMP) (destroys electronics), and enhanced radiation weapons (destroys people while leaving the infrastructure in proper working order).
Imagine this picture... a bomb goes off in a major city, a plume of radiation covers that whole city, millions die from radiation sickness, then the radiological weapon's half life comes into play when after a few months the radiation level is only slightly above the background radiation levels. The city is then occupied by the aggressors. Enhanced Radiological Weapons have been spoken against and legislated against, but as we have observed in Putin case, dictator's words aren't worth very much, having most all of those "promises" being broken in short order. There will always be some crazy who wants to use Earth destroying weapons just because they can and because it seems effective in accomplishing their goals, however demented those goals are.
