I made this review of articles from old deleted sites so that you understand what psychotronic weapons are and when it all started. Much has been written about this problem, but in fact it is difficult to find anything on the modern Internet. I tried to present only the facts with names, surnames, dates, and organization names. Brief but detailed.

The problem of combat psychic trauma was officially recognized as a national issue in the Soviet Union with the closed decree of the CPSU Central Committee and the Council of Ministers, known as "All-Union Problem No. 9" (Decree No. 700-215s, July 19, 1985). The main issues addressed by this decree (methods of influencing the mind at a distance, the possibility of rehabilitating victims, etc.) were conducted in the Ministry of Defense, the Ministry of Internal Affairs, and the KGB using corresponding orders under the seal "Top Secret".

Similar research was also conducted in the United States and in 1993, the American company Psychotechnologies Corp. was established. In the US, these researches are primarily of interest to special services. The medical aspect is underdeveloped. Research is being conducted at the University of Minnesota and Stanford Laboratory. Around the same time, the Institute of Psychoecology at RAE was also developing. In 1997, the Department of Psychoecology at the Russian University of Friendship of Peoples began to operate. In 1998, a Russian-Korean company "KRTechnologies" and others were established.

In the early 1990s, people began to seriously talk about psychotronic weapons when Dr. Todor Dichev, a philosopher and lecturer at Moscow State Pedagogical University, spoke at an OSCE conference. He revealed that "psychic methods of influence were applied against the Russian people, developed by Canadian Professor Evnin Cameron in 1953-1954". Since then, these methods have been tested in several countries. However, in those countries, victims received compensation. In Soviet Russia, ordinary people did not know about psychotronic influence and automatically became victims of a free experiment...

There are devices called psychotronic generators that can program people. Such an apparatus was found on August 18-19, 1991, on board an American cruiser "Belknap" docked in Varna. A similar device was used in Moscow during Yeltsin's famous speech from a tank. As a result, all people present on the square in front of the White House were already zombie-like.

A group of scientists discovered that using functional magnetic resonance imaging (fMRI) can look into a person's subconscious mind. Functional magnetic resonance imaging allows you to see the activation of the cerebral cortex when an organ is responsible for a particular part of the cortex. During experiments, Geraint Rees and John-Dylan Haynes measured the activity of that part of the cortex responsible for visual perception. They found that researchers were better at describing what they saw based on fMRI graphs than themselves. For example, when two images appeared on screen quickly enough, test subjects remembered only the second one, while fMRI scanning showed that both images were noticed.

Parallel experiments conducted by Japanese scientists showed that using fMRI it is possible to accurately determine what figures on an image test subjects are thinking about. Researchers believe that developing this method will allow us to look into the most intimate corners of memory, see hidden fears and manias in people.

In Russia, research on psychotronic weapons was conducted in the 1990s and allowed for the creation of weapons that can affect people's minds. This weapon can be used for political or social purposes.

One of the developers of psychotronic weapons, Yuri Leonov, gave an interview to "Zavtra" magazine (Angels and Demons FSB. The weapon of the future. No: 43(308)) in which he told about technologies developed by him and his colleagues. According to him, psychotronic weapons can create temporary confusion and hallucinations.

FSB Russia has access to technology that allows for reading thoughts and viewing internal information about a person. Developments on psychotronic weapons were conducted in Russia and can be used for political or social purposes.

In his interview, Yuri Leonov does not directly indicate who psychotronic weapons were used against. However, he mentions that during development and testing, they were used to control mass movements and influence political opponents.

For example, Yuri Leonov tells about using psychotronic weapons against protesters during perestroika and preventing mass disorders.

In addition, he also mentions that psychotronic weapons were used against political opponents of the CPSU, including leaders of opposition.

He says that psychotronic weapons use electromagnetic radiation that affects a person's brain and can create temporary confusion, hallucinations, and change behavior. He also mentions that at the basis of psychotronic weapons lies technology called Brain Computer Technology that allows reading and recording information from a person's brain.

The largest role in building a solid theoretical basis for psychotronic research was played by Gennady Sergeyev. Sergeyev was one of the first to understand that technologies and devices developed for instantaneous transmission of information through any screens could also be used for transmitting messages or orders to molecules with a certain level of "intelligence" (as demonstrated in modern research), included in cellular bio-plasma.

Such commands can increase cell mechanism efficiency - extend human life to biblical times (or create "super-soldiers" with magical abilities in fantasy worlds). However, it is also easy to send DNA "self-destruct instructions" (e.g., activate several "death genes" discovered during human genome research), which would be fatal for entire ethnic groups or specifically targeted "human targets".

In his reports to the Central Committee, Sergeyev devoted significant attention to psychological protection measures for high-ranking officials (and personal staff - e.g., operators of nuclear systems). He proposed several effective measures.

In his later years until his death (Sergeyev died on October 29, 1999), Sergeyev expressed serious concerns about growing "toroidal pollution" (toroidal pollution) caused by normal operation of hundreds of millions of existing computers on our planet. He predicted that an extremely dangerous situation could arise if an anti-popular force - either a government "hostile state" or a powerful terrorist organization - launched a "toroidal virus-killer" into the Internet, turning global networks into phase radiators emitting deadly waves.

He believed it was necessary to take international measures to resolve this problem.

In 1917, a Medical Department was established under the Committee for State Security (KGB), which was later renamed. It created special closed clinics-poligons.

Soviet special services began developing psychotronic weapons in the 1960s and had them available by the early 1980s. In 1981, Medical Department prepared a manual for official use.

According to this manual, modern science offers a wide range of methods for controlling human behavior, thoughts, and emotions (or groups of people). One method is audiovisual irritation that can be introduced through auditory or visual channels.

This device could cause headaches, dizziness, visual disorders, convulsions, and loss of consciousness.

Another device was infrasound-based. It could cause nausea, ringing in ears, deterioration in vision and unexplained fear.

Finally, there was torsion radiation - artificial physical radiation created in laboratory conditions. This radiation could be used for programming without hypnotic influence.

For example, a group of former special forces proposed creating an apparatus for torsional influence for counter-terrorism purposes. The device could be used at distances up to 300-500 meters to neutralize armed individuals for 15-20 minutes.

Overall these devices allowed creating various effects on human behavior and psyche and could be used for various purposes including psychological influence and behavioral control.

John Alexander - Colonel (Ret.) who published an article in Military Review magazine in 1980 titled "Future Warfare: The Non-Lethal Approach". He claimed there were systems that acted on brain function whose lethal potential had already been demonstrated". He also led national programs to develop non-lethal weapons at Los Alamos and participated in research on telekinesis.

Victor Fershst - professor killed by unknown assailants. He was director of Institute of Psychology RAN RF and director of medical service for invalids abroad Intelligence Service before his death he worked on developing methods for finding terrorists which were approved by his institute.

Andrey Brushlinsky - director Institute Psychoecology RAN RF who was killed not due to reasons aimed at introducing false information into public consciousness by some experts - said letter received by us via email -. Professor Brushlinsky carried exclusive documents about new reflexive method for finding terrorists...

Vladimir Lopatin - deputy who until 1995 was chairman of parliamentary committee on information security House Federation Council He wrote bill "On Information-Psychological Security" intended for protecting citizens from psychotronic weapons However project failed first reading due resistance Information Security Committee State Security Council Since then career marked failure retirement politics

All these people were linked with research into psychotronic weapons and used their knowledge to develop programs for finding terrorists However their lives were marked tragedy Andrey Brushlinsky was killed Victor Fershst killed by unknown assailants Vladimir Lopatin retired from politics
