Realizing how dangerous the blow-back could be against the American government, the CIA hired a Canadian doctor to test his theories of depatterning victims. The idea was to zap mental patients with enough electricity that they would regress into a child-like state and be easily psychologically malleable. It happened in a Canadian mental house many decades ago, but the pain remains on the victims and their families. This doctor was the American hand of the CIA, paid as a contractor to the American intelligence community. The doctor that performed the assaults is now dead and can't hurt anyone anymore. He will be remembered in infamy. The patients were given a pittance for their sufferings that no where near matched what they should have received. This is truly fouled up beyond all recognition.
