The Letter or Principle of The Law

When the Intelligence Community meets out justice they have the power to bring to force justice that is behind the principle of the law, rather than the police's "letter of the law" justice. This makes it possible to negotiate with the IC for information provided rather than prosecution under the law. The letter of the law is a judgment based entirely on the specific wording of the law in question. The principle of the law on the other hand is judgment based on fairness and the upholding of the intention of the law.
This gives the IC a large amount of power in being able to determine appropriate judgments, forgiveness of impropriety, and a second chance. They can negotiate in ways that are win-win rather than win-lose. The Intelligence Community has thoroughly read and understood Dale Carnegie's "How to Win Friends and Influence People." Rather than burning bridges they find and make allies for common purpose. If you for whatever reason come to a situation where you are offered cooperation with the IC or the police, pick working with the IC --- it will save you grief.
