Sometimes deception can be useful. If you suspect that you're under surveillance you could simply make a totally ridiculous legend where you present yourself as doing something totally unacceptable and watch the fallout from that legend. Lets propose that you were to say that there was trouble coming to someone of the worst type of trouble. One would say that thing and watch who "becomes your friend," or who gets contact from people in authority. The thing is to pretend that the problem is extreme forcing a reaction from The Man.
Now, I am in no way promoting doing this, I'm just stating a fact of a thing that will achieve results. As I'm a Christian I should note that people who are liars have a major problem with God's justice upon the liar. Please see 1 Corinthians 6:9-13, regarding sins that need to be forsaken to get into Heaven.
Deception may work, and it does, but it is not the path that you should take. This is for academic purposes only. See www.blueletterbible.org to look up those verses.
Cheers!
