The term intelligence community (IC) generally refers to a group or network of government agencies and organizations that work together to collect, analyze, and disseminate intelligence related to national security, foreign policy, defense, and sometimes domestic threats.
In the United States context, the Intelligence Community is perhaps the most well-known example. It consists of 18 member organizations, including the CIA (Central Intelligence Agency), NSA (National Security Agency), FBI (Federal Bureau of Investigation) intelligence division, DIA (Defense Intelligence Agency), NGA (National Geospatial-Intelligence Agency), various military service intelligence branches, Department of State intelligence, Department of Energy intelligence, and others. These agencies coordinate under the direction of the Director of National Intelligence (DNI), a position created after the 9/11 Commission recommendations.
Most nations have their own intelligence communities, though structures vary. The UK has MI5, MI6, GCHQ, and others. Russia has SVR, FSB, GRU. Israel has Mossad, Shin Bet, Aman. Many other countries have similar coordinated networks.
The primary functions include collection, which involves gathering information through various means such as signals, human sources, imagery, and open sources. Analysis involves processing raw data into actionable intelligence. Dissemination means sharing intelligence with policymakers and decision-makers. Counterintelligence focuses on protecting against foreign espionage and threats.
Intelligence communities typically operate under some form of legislative, executive, or judicial oversight to balance security needs with civil liberties and legal constraints.
