    Let's say that you're a diplomat from some despotic regime and you choose to work with the CIA. You are most likely going to be found o if you suddenly come across large sums of money. Having an false accounting book will quickly have you in front of a tribunal for your treason. A better option would be to have the CIA create something f you. There are many great things a country like the USA could make f you. Let's say you want a library for your people, or a business tha is a hand up rather than a hand out.

    The CIA is really good at doing things like this and they don't want their agents being killed, so they aren't going to make them rich overnight and put them in that kind of position. It's probably also the case that no one would ever find out that the CIA ever had anything to do with it... to include the diplomat. As far as he knows, he was just slid a couple of pretty ladies and a couple hundred bucks by a real estate developer who might keep it flowing if he keeps playing along and passing them insider information. Corporate espionage is big out there in the world of industry and government. It's easy to fly under that flag and seem a lot less harmless.

Having an false accounting book will quickly have you in front of a tribunal for your treason. A better option would be to have the CIA create something for you. There are many great things a country like the USA could make for you. Let's say you want a library for your people, or a business that is a hand up rather than a hand out. Think of something that you and your people could use to better the state of your affairs. In doing this you will better your lot and the lot of your countrymen without raising suspicion by your government. Perhaps you could have a school built or a water well built. All of these things are good. You can think of it as not so much betraying your country but rather bringing injustice to light in exchange for the welfare of your countrymen. It's a win-win, and by doing it this way no one gets in trouble for it.

    More simply put, clandestine transactions are often indirect and may be largely about the end desires of the parties involved.

    From the paying entity you are more likely to provide some direct payments or entanglement to strengthen the hold/influence over the bribed parties.

    Those entanglements can be used not very subtely to coherce the parties bribed, or to encourage that they are sidelined (perhaps shot?) if they stop playing the game.

    Open source methods manuals speak of how dirty of the world this use of economic persuasion can be.

    From our perspective the "tells" of unwarranted wealth among your trusted group of life travelers should never be ignored.

    Then, when the CIA takes out the diplomat, the populace rallies against
    the CIA. You'd think they'd think of a better way?

    We tried arming rebels, that seems to always backfire.

    Some people thought taking Hussein out of Iraq was a Bad Idea - he was
    a monster, but he was a secular one.
