    Let's say that you're a diplomat from some despotic regime and you choose to work with the CIA. You are most likely going to be found o if you suddenly come across large sums of money. Having an false accounting book will quickly have you in front of a tribunal for your treason. A better option would be to have the CIA create something f you. There are many great things a country like the USA could make f you. Let's say you want a library for your people, or a business tha is a hand up rather than a hand out.

    The CIA is really good at doing things like this and they don't want their agents being killed, so they aren't going to make them rich overnight and put them in that kind of position. It's probably also the case that no one would ever find out that the CIA ever had anything to do with it... to include the diplomat. As far as he knows, he was just slid a couple of pretty ladies and a couple hundred bucks by a real estate developer who might keep it flowing if he keeps playing along and passing them insider information. Corporate espionage is big out there in the world of industry and government. It's easy to fly under that flag and seem a lot less harmless.
