I've been thinking of the most effective way to destroy an enemy people without destroying the enemy's infrastructure. The idea is to irradiate the foreign land with a very very potent radiological weapon with a very short half-life. So at the beginning the place is so massively hot with radiation that no one can survive the radiation, however the time from when it is first released to when its only half as radioactive may be a few number of days to being at a point in radioactive decay when the radiation is at a low enough level for habitation of that area once more.
The buildings would be back to normal in less than a year and the agriculture back to normal in less than two years.
In my opinion this would be an optimal way to defeat an enemy. Furthermore, we need to expand upon how to defeat such an attack. Nuclear bombs are hard to make. In contrast a radiological weapon is relatively easy to make. If Al'Queda and terrorist organizations like it can pull off the 9/11 attacks, it would not be much harder to release a radiological weapon. It could be released by a "crop duster," plane. How do we counter this threat? I think that we seriously need to consider how to combat this problem. It is a substantial problem, It is just too easy to prepare and deploy. There needs to be some sort of defense strategy against this possibility.
