When people talk about satellite surveillance it has to do with some three letter agency that watches their foes. Well first, it is on all foes and friends alike. But that would be missing something. It is just as important if not much more important to have a satellite spinning in space over one's own nation. Think of this as essential domestic security. Why go to all the effort of spending billions on foreign surveillance when the spies that you are looking for are probably on your own soil. You would be able to track cars from foreign embassies and watch to where they go, in real time. I remember the film "Enemy of The State" and something like that could be very real. If you want to secure your country it would be most effective to lock down what you have control of, before securing intelligence from the opposition on thier land.
