Defense Cyber Crime Center (DC3), and international partners released a jo= int cybersecurity advisory, Improve Router Hygiene to Protect Against Russi=
an State-Sponsored Targeting [ https://www.cisa.gov/news-events/cybersecuri= ty-advisories/aa26-194a ], addressing ongoing opportunistic exploitation of=
vulnerable networking devices by Russian Federal Security Service (FSB) Ce= nter 16 cyber threat actors.

This advisory builds on the FBI=E2=80=99s August 2025 public service announ= cement [ https://www.ic3.gov/PSA/2025/PSA250820 ], providing updated inform= ation on the tactics, techniques, and procedures used by Russian FSB cyber = threat actors who continue to target critical infrastructure=E2=80=94includ= ing the Communications, Defense Industrial Base, Energy, Financial Services=
, Government Services and Facilities, and Healthcare and Public Health sect= ors=E2=80=94by scanning for and exploiting poorly configured routers and ne= twork devices.

Russian FSB Center 16 actors have been observed exploiting multiple vulnera= bilities in Cisco devices and network management portals, including CVE-201= 8-0171 [ https://www.cve.org/CVERecord?id=3DCVE-2018-0171 ] and CVE-2008-41=
28 [ https://www.cve.org/CVERecord?id=3DCVE-2008-4128 ]. Both are listed in=
CISA=E2=80=99s Known Exploited Vulnerabilities (KEV) Catalog [ https://www= .cisa.gov/known-exploited-vulnerabilities-catalog ], with CVE-2008-4128 add=
ed today.

The advisory outlines practical steps organizations can take to harden thei=
r networks against exploitation, such as upgrading device configurations, e= nabling stronger authentication protocols, and monitoring for suspicious ac= tivity.
