communicate clearly and effectively during service outages impacting IT an=
d operational technology (OT) systems.

Whether caused by cyber threat actors, human error, equipment failure, or n= atural hazards, service outages can create disruption and societal panic ev=
en without speculation from end users and the public as added factors. Outa= ges at one organization may cascade across interconnected systems, increasi=
ng the uncertainty and potential for panic. This guidance describes how ser= vice providers can prepare and execute clear, timely, and audience-appropri= ate messaging that articulates accurate information while still aligning wi=
