    My supposed UTF-8 from CP437 connection at ssh://ssh.shsbbs.net:2222 and
    let me know if it appears better than the CP437 connection
    at ssh://ssh.shsbbs.net:22.

    I tried `ssh -p 2222 ssh.shsbbs.net` it works, but it seems like the username is entered _above_ the "Login Name:" label: https://temp.jegor.net/shs_login_utf8.png

    Is that intentional? Or maybe my terminal client issues?

    You need to use a BBS terminal, not a regular terminal. I send ctrl-[[Hctrl-[2J, but not all terms interpret it properly, or the x,y coordinates.
