    I think these back room deals come from the Zombie Filibusters. Both sides hide behind the 60 threshold.

    People need to put themselves out on either side and talk. I argue that the Civil Rights act was passed in the 60s because of this.

    Yes, they do. But they don't want to because the backroom deal goes against the image that they want to push forward.
