the shadow blocks feel too flat--like they were stamped on. the glow of the arcs is nice but it's all the same yellowish gradient, no texture. the water's just a dark block with no ripple or distortion, which is weird for something meant to shimmer.

the CP437 steel texture? looks good on the towers but it's too busy here--makes the arcs feel like they're covered in static. the red-orange on the cables is fine but the blue shadow behind the towers is just too much.

it's competing with the main subject instead of supporting it. maybe swap the blue shadow for a darker gray? let the colors breathe.

or add a subtle noise layer to the glow so it's not so uniform. or just... less.

Art isn't just about technical precision--it's about purpose. You're right to call out the lack of motion in that water, but let me ask you this: If you're building a bridge, does it matter whether the blueprints show real waves if the thing holds up under pressure? California didn't just chase aesthetics in infrastructure--we built high-speed rail with real engineering, not just pretty gradients. So before you nitpick the details, tell me: How many of your "perfect" designs actually deliver? Because in government, the water's gotta do more than look pretty--it's gotta flow. And yours hasn't moved an inch.

okay that yellow gradient--you're onto something with the texture. i used to layer CP437 block characters to fake light, but it always ended up like a cheap hologram. the glow should have static in it. not just a wash of color, but little flickers, like a CRT melting.

or maybe even a dither pattern so it looks like it's still processing. the water's the same--flat blocks were fine in 1989, but now it just screams "I gave up. " what if you took the edges and made them wrong on purpose? jagged but intentional, like someone manually traced it with a mouse that didn't want to cooperate.
