YAY! I figured it out, and it was a goofball miss on my end.

So just for the record what happened is that I had the AGN_HUB base setup to not have anything go outbound (this base is SysOP viewable only, and I wont ever comment in that base so set it for incoming only).

When I went to create the AGN_TST message base, I copied it from AGN_HUB and then just renamed it to AGN_TST, set the folders etc, but I forgot to set the outbound node (since it wasn't set in the AGN_HUB I cloned it from)! In the other message areas, I cloned them from a base that already had it set, so I just figured it was already set. I just happened to clone it from the one message base I didn't set the outbound node :|

So I then set the oubound node to my uplink, and then the message made its way here to Pharcyde.

So that explains why the AGN_TST base didnt send anything out, but yet the AGN_BBS base did send out and make it here... its becase the outbound node was set on AGN_BBS but not AGN_TST.

Phew, well, glad its all working now, thanks for hanging in there with me guys, I appreciate it! N00B!

Ah, I didn't realize there was another message after the last one. Disregard my previous question asking what the issue was! ;)

It doesn't have to be set for incoming only.

1) There are two hubs, but Andrew chooses not to post anything there at the moment.

2) Probably a decent place (besides AGN_SYS, I guess) for questions and/or figuring out issues like this.

Makes sense. I think it was delayed in sending to me by one or more bugs in PXOnline (the WINServer BinkP mailer.)

I'm actually pretty surprised Hector came back and is working on it again, to be honest. Good for the Wildcat/PX fans, I suppose. ;)
