My neighbour was (is) with Plusnet, but has moved to a different ISP.
He cannot contact Plusnet to even tell them of this, let alone
terminate his current contract. He has spent hours, literally, on hold
on the 'phone. How can he actually talk to somebody at Plusnet within
20 minutes of calling?

If he has used the newish "One Touch Switch" service then Plusnet, as
the losing provider, will have been informed that he's left ... if
he's within minimum contract period they'll be in touch for their
exit fee, otherwise maybe they'll just silently wave goodbye?
