I am noticing more and more telephone-type poles around mainly in rural
areas that have at least four small panel antennas around the top. There
is also sometimes a microwave dish mounted lower down the pole.

Are these signal fillers or base units and are they 4G+5G or 5G only? If
not what they **** are they?

That sounds plausible. There is also a requirement for maintain a
network, if not for mobile phone use, at least something for remote
    metering.

If you put the above question and location into Chat-GPT, it can find
local council applications for siting of the equipment.
