    IsnrCOt it just a spam call/text generating farm? I assume as one sim gets marked as a spam generator and gets blocked they swap the sim for a fresh
    one.

    Must be easier ways to pipe spam SMS direct into the SMSCs, rather than
    custom hardware for thousands of radios and tens of thousands of SIMs?

    I'd have expected them to spread it out over multiple MNOs, but those
    piles of SIMs were all one operator.

    Looks like a scammer set up with multiple SIMs to make
    fraudulent calls. Note the carriers would of course be paid for
    SIM use so they have n real incentive to pounce on fraudsters.

    Fraud is no longer considered a crime but a business
    strategy.
