A bit of nostalgia, the British Newspaper Archive has been adding some issues of TV Times to their collections.
For this newspaper, we have the following titles in, or planned for, our digital archive:
1955rCo56 TV times (London, England : 1955)
1956rCo77 TV times (London)
1967rCo67 TV times (Northern)
1977rCo80 TV times (Thames/LWT)
Note that membership of FindMyPast, the genealogy (family tree research) site, includes access to the BNA among all the other records they have (censuses, parish records, etc. - the idea presumably being if you're researching an ancestor, you can also see if they were reported in a newspaper too); they had a half-price offer - initially to 1st

Not seen FMP for years - I gave it up when they 'improved' it.
I have a feeling there are some differences in access to the BNA vis FMP
and direct.
But I have found a few crucial bits of information on the BNA that I had
not found elsewhere.

September, but according to https://www.lostcousins.com/newsletters2/midsep25news.htm it's been
extended - he just forgot to say until when, so I don't know if it's
still open! (There's also a link there to the option to save 25% on just
a BNA subscription; again, I don't know if that expires, and if so
when.) Links to both in the above newsletter - the BNA-only one is just
below the FMP one. (I imagine they'll still work as ways to subscribe
even if the offers have ended.)
https://www.lostcousins.com/newsletters2/latesep25news.htm (links
therein) now confirms the half-price offer is to the end of this month.
It's still 99.99, so only for serious genealogists, but a significant
saving - well, it's half price! - if you _are_ doing it anyway. (Or,
another way of looking at it is it's now not that much more than just a
BNA sub, for access to a _lot_ more records.)

Admittedly haven't looked, but is there a way of getting free access
through digital services of your local library, or the British library?

I think most have either Ancestry or FMP, though I don't know if you
have to physically visit the library (I know in most cases you don't for
the OED). Those that have ancestry might also have BNA - it feels like something libraries ought to have.

I don't think any public libraries give access to the BNA.
